Inside ISN: Jill Skinner

ISN prides itself on hiring retired police officers who are handpicked based on their exemplary policing careers, professionalism and abilities. Jill Skinner is a prime example.


Jill retired from the Ottawa Police Service as a Deputy Chief in 2018 after a distinguished 37-year career. She brings with her a wealth of experience in criminal investigations, with a notable focus on violence against women and family violence. She was also an experienced hearings officer.


Jill became an integral part of ISN in November 2019, assuming the role of Senior Investigator and Business Development Consultant. Within a month, she spearheaded the establishment of our Ottawa office and currently heads a team of investigators in the region.


During her tenure at ISN, Jill has adeptly applied her skills and vast knowledge to conduct various workplace investigations, external reviews of workplace policies and procedures, community safety and well-being plans, as well as workplace assessments and strategic planning.


Leveraging her experience as a former Deputy Chief of Police, Jill had conducted organization reviews for numerous policing agencies and provided staffing assessments for several other; all on behalf of ISN. We take pride in the trust bestowed upon our staff by Police Services to conduct external reviews with the utmost professionalism.


Within the organization, Jill is a staunch advocate for supporting and mentoring fellow investigators, serving as a valuable resource for our company.
